John Terence Blake served more than 37 years in the United States Navy. He served as the Deputy Chief of Naval Operations for Integration of Capabilities and Resources (OPNAV N8). As the Navy’s Chief Financial Officer, he was charged with planning, programming and executing the Navy’s Budget. He also served in numerous positions in the Pentagon including Deputy Assistant Secretary of the Navy (Financial Management & Comptroller) and Deputy Director Resources and Acquisition (Joint Staff J8). As the Deputy Assistant Secretary, Vice Admiral Blake was the senior military fiscal advisor to the Secretary and Under Secretary of the Navy on all financial matters relating to the Navy and Marine Corps. His sea commands included a Destroyer, an AEGIS Cruiser, and a Carrier Strike Group.
Since retiring from the Navy, Vice Admiral Blake has served as an independent consultant. In that capacity, he has provided fiscal and programmatic counsel in both the Civilian and Defense Business Sectors. Additionally, Vice Admiral Blake is the Conrad Chair for Financial Management at the Naval Postgraduate School in Monterey CA. In that position he mentors Conrad Scholars at the Business School and lectures on all phases of the Planning, Programming and Budgeting Process at the Graduate School of Defense Management. He also serves on a number of Advisory Boards and is the Chairman of the Board of Directors for the Navy Mutual Aid Association.
Vice Admiral Blake graduated from the U.S. Naval Academy with a Bachelor of Science degree in Political Science. Additionally, he has a Master of Science degree in Finance from the Naval Postgraduate School, a Master of Science degree in National Security from the National War College and has completed the Seminar XXI program in International Relations from MIT.
